Hundreds of assault cases misreported by Milwaukee Police Department

City's violent crime rate lowered based on faulty data

When Milwaukee Police Chief Edward Flynn touted the city's fourth-straight year of falling crime in February, hundreds of beatings, stabbings and child abuse cases were missing from the count, a Journal Sentinel investigation has found.

More than 500 incidents since 2009 were misreported to the FBI as minor assaults and not included in the city's violent crime rate, the investigation found. That tally is based on a review of cases that resulted in charges - only about one-fifth of all reported crimes.

Yet the misreported cases found in 2011 alone are enough that Flynn would have been announcing a 1.1% increase in violent crime in February, instead of a 2.3% decline from the reported 2010 numbers, which also include errors.

Missing, for example, was the case of Crystal L. Mitchell, 21, who last May grabbed a 9-inch serrated steak knife during an argument with her uncle, stabbed him in his thigh and slashed his arm.

And the case of John F. Sanford, 57, who in December bound his 6-year-old stepson's arms and legs, covered his mouth with duct tape and struck him some 90 times with a belt, later telling him: "I was trying to make you (expletive) on yourself." A doctor at Children's Hospital found cuts and bruises all over the boy's body.

Based on FBI reporting guidelines, both should have been classified as aggravated assaults, the city's most common violent crime.

Instead, they were reported as simple assaults, a category reserved for shoving matches and slaps to the face.

Hmmmmmmmm? Who did you say was the mayor of Milwaukee? Could it be Tom Barrett? Running for Governor one needs to show good progress while bailing out the cesspool.

Years ago, Police Chief Beverly Harvard’s Atlanta Police, were caught by the FBI falsely reporting murder data by attributing a lot of deaths to ‘other than murder’ causes.

She used to be one of the other famous flamboyant Mayors’ driver, I forget which, but she was a joke ala Cynthia McKinney.

The point of this is that liberals are mostly idiots who, when they get control, think that because they control the data, they won’t ever be caught diddling with it. Professor (used lightly here) Michael Mann of Penn State comes to mind.

I'm guessing that the word has gone out to city and county officials all across the land: hide the slo-mo race wo and expect smooth sailing for all your requests for federal funding, surplus military goodies like UAVs and combat vehicles, communications gear, bulletproof vests and the like.

Tell it like it is and your application paperwork might get lost in the shuffle. You do the math, Chief.

So... this is just a bit of putting pieces together that appear to fit.

Could it be that they are keeping the slomoracewo under wraps while militarizing the police force in preparation for the time when the “receiving end” gets tired of being attacked and fights back?

Reminds me of a story about murder rates in cities years ago. The question was, “ When was murder not a murder? Answer: When it happened in Dallas, then it was manslaughter.”

Small crimes, too. Many years ago I was told by a long-time Milwaukee resident not to report a car break-in and theft because it was virtually impossible to make a report and nothing would ever happen. I tried anyway and it was even worse than he had described. The person answering the phones (which were allowed to ring for 45 minutes before answering) spoke in a dialect that was extremely difficult to understand and she made clear that nothing would happen. The point seemed to be to discourage any reporting.

WOW I've just stepped through a worm hole.

Dem controlled city and county govt. did the exact same thing beginning in January of 1993 to make it appear as if crime was dropping because of Clinton was elected and Clinton had improved the economy.

Problem was, the drop in crime as reported, started on January 1st 1993, before Clinton took office.

I predict the claim will be made that crime is down because Zippo improved the economy.

The criminal mayor was Bill Campbell, convicted felon and now ex-con.

The incompetent Beverly Harvard retired in mid-2002 at age 51 with 30 years service qualifying for 60% of her pay. I don't know what she was paid, but her successor, Richard Pennington, was paid $225,000 per year.

Upon retirement, Harvard was immediately appointed to the place where incompetency rules, the TSA, where she was the TSA's Deputy Federal Security Director for Atlanta's Hartsfield airport, a Senior Executive Service (SES) position. This, less than one year after September 11th. I guess we have to blame Bush for this nomination. But he also gave us Michael Brown at FEMA.

Harvard remained at the TSA in various capacities until 2010, when President Obama nominated Harvard to be the U.S. Marshal for the Northern District of Georgia, another SES position.

The federal government is the last refuge for the incompetent at every level.

It started decades ago, when the Post Office became the dumping ground for those who otherwise could not get a job in the private sector.

And every time I see Miracle on 34th Street (the 1947 original), I can’t help but compare the USPS from then and now.

Sigh.

The last position I generally take is the one that supports a well crafted conspiracy on the part of the government.

Anything they do is better explained by incompetence, and corruption to be sure. But complex manipulative conspiracies, not so much. Just an opinion.

Having said that, the feds lie about everything; crime stats, unemployment rates, inflation rates and the number of illegal aliens here, to cite a few examples.

We are undoubtedly militarizing the police. The evidence is overwhelming; SWAT, non-SWAT weaponry; UAVs; tank like vehicles, etc.

We've got open borders, no visa over stay tracking AND AT THE SAME TIME, LEO's are keenly interested in drones. The contradiction in those two policies alone is unbelievable.

This country has had our military engaged in low level insurgency types efforts now for a decade. Those folks, once they separate from the military, will be very useful in controlling a low level insurgency right here.
