The case is complicated by three major points of disagreement: whether the mandate forcing Americans to purchase health insurance is unconstitutional, whether the law could stand without the mandate, and whether its expansion of Medicaid is within the boundaries of federal power. They would not be discussing point two if the answer to point one was No.
