For Immediate Release July 06, 2012 Executive Order -- Assignment of National Security and Emergency Preparedness Communications Functions EXECUTIVE ORDER

ASSIGNMENT OF NATIONAL SECURITY AND EMERGENCY PREPAREDNESS COMMUNICATIONS FUNCTIONS

By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered as follows:

Section 1. Policy. The Federal Government must have the ability to communicate at all times and under all circumstances to carry out its most critical and time sensitive missions. Survivable, resilient, enduring, and effective communications, both domestic and international, are essential to enable the executive branch to communicate within itself and with: the legislative and judicial branches; State, local, territorial, and tribal governments; private sector entities; and the public, allies, and other nations. Such communications must be possible under all circumstances to ensure national security, effectively manage emergencies, and improve national resilience. The views of all levels of government, the private and nonprofit sectors, and the public must inform the development of national security and emergency preparedness (NS/EP) communications policies, programs, and capabilities.

I hate to be a wet blanket-—but I recall EOs just like this being issued by every administration since Carter, at least.

It's kind of a formality really, most of them said the Exec Branch could also commandeer your car, your house, radio station, railroad, what-ever-— in a national emergency.

While I am sure much of that may now be carried on the “Internet”, there are obviously international computer circuits that were established long before the Internet.
If you think about it, the Internet is not very old.
I was reading technical articles about it when it was just starting, and that was in the mid 80s.

I just wonder how dependent the rest of the world is on US backbones, and how much would stay up if American circuits were shut off.

Thank you! That's the provision that I was going to point out. However, you should have continued.


"(b) supporting the continuous operation and restoration of critical communications systems and services by assisting the Secretary of Homeland Security with infrastructure damage assessment and restoration, and by providing the Secretary of Homeland Security with information collected by the Federal Communications Commission on communications infrastructure, service outages, and restoration, as appropriate."


I may not be reading this correctly, but your excerpt and mine read like a takeover of existing forms of communication, and replacing it with the government.

He will, effectively, repeal and replace current forms of communications.

IOW, they will decide who gets to be on the ‘net...or anywhere else, for that matter.

Negatory....early 90’s.

Field Day's that I've enjoyed have been in Minnesota.

One of them we flew a kite antenna. Nice.

Haven't been active the last few years, I've been contracting in Afghanistan.

However, this cycle back, I plan on exploring my options.

I live in a townhouse and I have to come up with a good/easy combination so that I can erect an antenna and take it down when I'm done after each CW session.

This is the part where the government breaks in on the internet, like the EBS system for TV. By implication, it gives them the power to completely stop all other traffic.

EOs have existed for a very long time, but I don’t remember an administration who governed tyrannically through them as this one does.

The DNSChanger virus has been screwing with the internet for a long time. The "government" set up a site that intercepts all the "changed" DNS addresses and points that at the location you were expecting to hit. They don't want to stay in business forever playing the nanny/fixer. Users have been warned for months that this "helper" site would be going away. If you don't have connectivity on Monday when it goes away, run to the bathroom, find the mirror and point at the person responsible for not dealing with the problem.

Maybe I'm being an Eeyore. I'm not an attorney, so some of this stuff doesn't make sense to me. However, I would put nothing past this administration.

11 meter lingo. I hate that. ;)

Depending on frequency you plan to work at (and when during the day), there are some good stealth antennas using 4lb fishing line and very fine copper wire out to a tree.

There are also great foil tape folded dipoles for use with near vertical incidence skywave propogation.

I've got a 2 meter/440 j-pole built on an old broken tip fishing rod with brazing rod that has served me well for a few years.

I love field expedient antenna problems.

Yeah... I know. Weird for a cook, but we all have hobbies.

“Interoperability” in this case means the capability of stations in one radio service to talk to stations in another radio service like, say, private land mobile service operators talking to the military. There’s a document called the National Interoperability Field Operations Guide (NIFOG) that has lots of interesting information on this topic, including frequencies and CTCSS tones. NIFOG is located here:

It’s probably not time to start slitting our wrists quite yet. This doesn’t sound like the government is going to knock down our doors and take away our radios.

Lightweight conducting metal spines on a kite, instead of plastic or balsa wood. If you want, paint any exposed tips white. I really don’t know much about it, but if you need to I guess find a way to attach really fine wire to the top side of it.
