No one said anything about Hawaii or university transcripts. The exec. order passes requests for info thru the attorney general and if approved can go to disclosure.

Wrong. The EO covers ONLY presidential and vice presidential records created DURING a presidential administration. (See the Presidential Records Act of 1978 for details.) It doesn't cover any records that existed prior to that president's administration. For example, it doesn't cover records created by Bill Clinton as Governor of Arkansas, George W. Bush as Governor of Texas, or Barack Obama as U.S. Senator from Illinois.
