On the positive side, this will simply hasten the end. Once this whole thing collapses maybe we can create something better from the ashes. I do not see any other way. We are so far down the rabbit hole I’m hearing the mole men speaking Chinese.

After decades of making black folks dependent on Government thus breaking up families and causing poverty now the Government says you are failing so they want you to become dependent on more Government programs to help you.
You could not make this up if you tried!!!!

A better program would be to release them from school at 13 or 14 or 15, and find them apprenticeships. Let these young men learn a trade (or a few) and find the self-discipline, self-worth, and self-respect that is every man’s birthright and which only comes from the noble activity for which he was created - namely, work.

This is the root of the problem...schools currently can't get rid of the hoodlums and gangstas, who have no interest in education and are on the inevitable path to prison.

The main reason, of course, is that two-parent married families are practically unknown among many of "the state's minority youth," and growing up with your own mother and father is the surest guarantee of good health, acceptable school performance, and good citizenship.

Boys and men of color will be better off when there are no government programs for them, because then they can succeed or fail on their own merits instead of failing on Uncle Sam’s dime.
