It's not a particularly clever or literate thing to say. When one says that someone created a Frankenstein's Monster, the inference is that one’s own creation shall encompass his own destruction. Romney certainly didn't “create” Ryan anymore than Obama created Biden.

If he means that the selection of Ryan may not turn out well, that's another thing, but judging by returns to date, the selection appears to be brilliant. Ryan is just so eminently and manifestly superior that plagiarizing mediocrity that Matthews is saddled with.
