I carried a list for many years called: "What a Leader Does" On that list was:

"Makes tough decisions" -- Making no decisions is worse then making bad decisions, as a leader can gain respect for accepting responsibility for decisions made that result in a negative impact.

(The list also said a leader has to make more decisions right, then those made wrong)
