President Barack Obama recently signed an executive order hiring race-sensitive bureaucrats to hold meetings and mandate racial discipline quotas.
The order charges his new racial justice team, in part, with "promoting a positive school climate that does not rely on methods that result in disparate use of disciplinary tools." In plain English, that means that if different races have different incidences of disciplinary action, those of a favored race who act worse will be punished less, or those of a disfavored race who act better will be punished more, or both. It's true that a higher percentage of black students than white students receive school discipline such as suspensions or expulsion. A recent, representative study of nearly half the country's school districts found that 17.3 percent of black students were suspended in 2009-10, whereas 4.7 percent of whites and 7.3 percent of Latinos were. Only 2.1 percent of Asians were suspended that year. The black graduation rate is 64 percent. For whites, it's 82 percent, and for Asians, it's 92 percent.

One can take the Accuplacer at any age in our state and access higher ed and funding.
That solves the scholarship issue and accessing higher education. That is certainly a plus for the students in your state. Do many government schooled children take advantage of this opportunity? What about homeschoolers?
What about joining the military? Are they discriminated against for not having an official high school diploma?

European children are reported to have higher academic achievement (math, english, science, art, music) than US kids.
Do you think that perhaps that is because, in almost all of Europe, the money is attached to the child - parents decide which school the children should go to. If parents believe their child to be musically inclined, they send the school that emphasizes music (or art, or science/math, etc.)

Yes, vouchers may be a solution if the direction is toward parents taking more and more responsibility for paying for their own children's education and moving toward eventual separation of school and state.
No, voucher will not be a solution if strings are attached making private schools into government controlled schools.
No, vouchers will not be a solution if they lead to tuition inflation as has happened with college student loans and Pell Grants.

Call me what you will, but I saw it when I was growing up in a small, southern Missouri town; I saw it again in EVERY school or class I attended during 20 years in the Army; I saw it when St. Louis City bused their youths out to my sister's and brother's school district; and I see it again with my kids because St. Louis City STILL buses their youths out to our school district. In general, negroes have zero respect for education or anyone who values it, and their classroom behavior mirrors their behavior in other circumstances.

A lot of this can be attributed to illegitimacy. A child with a two-parent family is on a “success” track, more or less; but a child raised by a single parent is on a “survival” track. Statistically 60% more likely to be incarcerated.
The single factor of sex outside of marriage, for many reasons, may likely wipe out most slave-descended black Americans. Self extermination. Importantly, increasing numbers of African immigrants, who do not suffer from these bad behaviors, conceal the decline, because they are combined in the statistics.
Personally, I have heard African immigrant blacks describe S-D blacks as “animals”.

The causes of cultural change are not usual as evident a pushing the first domino in a long line of dominoes. No. It is more like Rube Goldberg. Push level A, and a ball rolls and falls in to slot G. This triggers pulley J and out comes Z.
So?...Why the illegitimacy? It likely due to a number of factors but large factory-like government schooling is likely a **major** factor.
It only took one to three generations of citizens schooled in government socialist-entitlement schools to produce a nation of voters comfortable enough with socialism to give us Woodrow Wilson and Franklin D. Roosevelt.
Then came the 1950s and 1960s. One room schools across the nation were shut down. Districts were consolidated. Huge factory-size schools were build ( probably supported by those who love team sports)....and...God was scrubbed clean from the curriculum

Whatever it is, godless, single-payer, socialist-entitlement K-12 schooling is likely a major contributor.
Any father would allow his son to attend a government school is not rational.
And...It is equally irrational to allow a daughter to attend.
