Works for me.
First, let’s acknowledge that people who do not pay income taxes, pay taxes. Until this is accepted, there can be no discussion. Now, you can say that people who pay taxes of any kind are entitled to vote and that changes nothing. The real problem is that some do not like the fact that people who do not pay income taxes are allowed to vote. I understand that people feel that these people are insensitive to the burden placed on those who do, but the solution is to make these people stake holders not to disenfranchise them. To that end, the best answer is to not rely on payroll taxes to fund government spending. I’m a huge fan of consumption taxes. These decrease landfills and increase services as the cost of fixing something goes down as the cost of replacing it goes up.
Which is exactly the way it was when our taxation was tied to property ownership...and we 'enfranchised' ourselves by earning the privilege to vote.
That was also back when our citizenship emanated from the common law States, and was not a product of the political entity known as the federal government.
