President Obama has a long history of vaccillating, procrastinating, ignoring, delaying, anything to prevent him from actually making a real decision that he might be held accountable for.

No excuse, He could have ordered the planes to go. It would have taken an hour to get there. Plenty of time to discuss and decide on the final plan the help should take.
I am sure Obama could have talked to whoever the new government’s leader is and told him we are coming in and you are agreeing or no more nifty guns.
