Can actions as a CIA operative and no longer active military be eligible for the Metal of Honor?

The CIA has its Wall of Honor for agents. There is a star for each agent, who died protecting America.

Now, there is a Book of Honor to explain some of the stars.

For reasons of security—to protect intelligence sources and methods—the names of some of those on the Wall must remain secret, even in death. Each of these officers is remembered in the book by a gold star alone.”
