So, to clarify the case here... we have an old national law that a ‘Rat is suggesting be tweaked - ie, keep it national, but modify it slightly.
So, seems to me the right thing to do is to strike the law in its entirety, and let states pick up the pieces.
Sure looks like cleaning up from a national govt to a federal one, with years and years of krap, is going to be messy like this...

Consider that Prohibition - or Volstead Act, outlawed the sale of booze, beer and wine. They needed, and passed a constitutional amendment to make it happen. So what was different then, or has changed since that time, that Weed or Light Bulbs or Low Flow Toilets doesn’t require anything of the sort?
