Rain barrels are banned in some areas of the dry western states.

TApparently they are going to be banned in the near future in Illinois.

rather self-defeating. In NE Ohio residents of towns served by the Metro sewer district can get a break on their sewer fees by using rain barrels, creating "rain gardens" and so forth. The less runoff, the less water the storm sewers deliver to the treatment plants. They know enough to realize the ovbvious fact that all runoff does not end up in rivers.
