Reloading supplies are getting scarce. Bullets can be molded from wheel weights in small quantities. Primers are difficult to produce. Consistent smokeless powder is a problem too. Black powder can be manufactured, but isn't nearly as safe to handle as modern smokeless propellants. There is also a matter of being licensed and insured as an ammo manufacturer. The rules differ when it is offered for sale vs loaded for personal use.
