Boehner: House Will Fund Obamacare in CR; Won't Risk 'Shutting Down the Government'

(CNSNews.com) – House Speaker John Boehner (R-Ohio) said he would not include language to defund Obamacare in the continuing resolution bill when it returns to the House, stating, “our goal” is “not to shut down the government.”

Sen. Ted Cruz (R-Texas) offered an amendment to the Senate version of the CR that would have defunded Obamacare. However, the Senate is controlled by Democrats and, on Wednesday, Cruz's amendment failed.

Cruz pointed out, however, that if the Senate CR differs at all from the one passed previously by the House, the House would have another chance to vote on it, and could amend it then to defund Obamacare.

Under the Constitution, the Executive Branch cannot spend any money from the Treasury unless it is appropriated by a law passed by Congress. The government is now spending money under a CR that expires on March 27. For the government to spend money after that date, Congress needs to pass a new CR appropriating the money. If that CR prohibits the administration from spending money to implement Obamacare, President Obama cannot spend money implementing Obamacare.

Were the House to pass a CR prohibiting funding of Obamacare the only way the president or Democrat-controlled Senate could get money to implement Obamacare would be to refuse to pass the CR and thus shut down government funding for everything else until the Republican House relented and agreed to fund Obamacare.

If the House refused to fund Obamacare, it could not be implemented.

During his weekly press conference on Capitol Hill on Thursday, CNSNews.com asked Boehner if he agreed with Cruz's suggestion that the Republican House should put language in the CR defunding Obamacare when the Senate version of the CR comes back to the House.

“We have voted many times over the last 2 years that we've been in the majority to defund Obamacare, to repeal Obamacare, and we will do so again here in the House in the coming months," Boehner said. "Our goal here is to cut spending.”

“It’s not to shut down the government,” he said.

“I believe that trying to put Obamacare on this vehicle risks shutting down the government,” Boehner said. “That’s not what our goal is. Our goal here is to reduce spending.”

House Republicans have symbolically voted to repeal Obamacare more than 30 times in legislation that did not need to pass. However, every time they have enacted legislation that must-pass to keep the government funded, they have declined to include language that would repeal all or any part of Obamacare or that would withhold funding for all or any part of Obamacare.

The initial $982-billion version of the CR to fund the government after March 27, which passed the House last week, included funding to implement Obamacare. The CR is now being deliberated in the Senate, and if it is amended, will return to the House.

On Wednesday, Sen. Cruz introduced an amendment to the CR that would have delayed funding for Obamacare until economic growth returns to historic averages. The amendment failed in the Senate, 45-52.

Though he did not expect the amendment to pass, Cruz said it was important to stand on “principle,” and urged Republicans in the House to do the same.

“I think it’s the right position for Republicans to be taking,” Cruz told CNSNews.com on Wednesday. “And I think it would be exactly the right decision to then send it back to Harry Reid and President Obama and ask if Harry Reid and President Obama are willing to try to shut the government down in order to insist that Obamacare be fully funded now, even though it could well push us into a recession.”

I agree. Timing is everything. The MSM would guarantee that any citizen shutdown pain would be blamed on Boehner.

As you point out, every day that goes by even the low-information voters one by one are coming around to seeing that they will only be able to chose between unaffordable healthcare or getting fined and having your refund seized by the IRS for refusing to buy unaffordable healthcare.

Also, the spotlight is on the Senate Dems’ first budget in four years to be followed by Barry’s budget in early April and the circular firing squad on the left is vicious as the 80 Communists in the House Progressive Caucus screams murder over any Medicare/Medicaid/SS cuts.

Only after that does the next vote to raise the debt ceiling occur. That is when it will be best to force defunding/delay of Obamacare, IMO.

Too late is too late for our kids to not be completely pissed at ALL of us in about twenty years, when they’d be writing books not about the greatest generation but the __________ Generation that gave us this overwhelming mess that destroyed our lives. Why is Juan Boehner the “leader” of the Republicans instead of a man of integrity who has not been neutered? Someone like Sen. Ted Cruz (R-Texas)?

Because there are too many people - a lot of them here on FreeRepublic, who preach that the answer is to just elect people with an "R" after their name regardless of their inner convictions. Ultra-liberal, liberal, squishy moderate, sorta conservative, Tea Party, doesn't matter to them. The only qualification is that they have an "R" after their name.

THAT is how we get the likes of Boehner as head of the House. Indiscriminately vote for the "R", and the statists - be they DemocRATs or Karl Rove types - will make damn sure that the people that get in will keep the gravy train rolling.

Instead, you should be discriminating, and let Karl Rove know that you refuse to support his candidates, even though they have that "R" after their name. Things will eventually change, because you are starving the GOP-e beast.

"But, but, we won't have a country left if we don't vote for the "R"!!!! That's the GOP-e argument, and it's given us McCain and Romney. Will it work in 2016 with your GOP-e picked Jeb Bush? Will it work in 2014 for your Karl Rove-picked Congressman? Senator? It's up to you.

I for one will never vote for any party, person or platform that does not stand on Constitutional ground.

I have slept on this and it occurred to me that there are several ways to skin a cat, even one of those ubiquitous, very pampered, and much photographed cats we see on Free Republic.

1. Half the states have rejected the exchanges from which insurance must be purchased. The Federal government must set them up, find the space and the people.
2. All the above must be financed by congressional appropriations.
3. If some or most of the money required is not available, the effort will die.

Rather than kill, an impossible course already tried, force the abomination to wither on the vine. The in extremis misery will produce all kinds of headaches and pain. The misery and failure will produce loud calls for repeal

I think first we should have an organization behind whose banner we would assemble first in the various states.

Tea Party or Oath Keepers would be nice.

Tell those assembled that the occupant of the White Hut is a monster created by Dr. Soros and many Igors and composed of many different body parts found in the graves of those who are still voting Democrat.

I’m well aware of what happened to Allen down here. I worked his campaign...as much as I could. Losing wasn’t as much because of jerrymandering, although it didn’t help, but voter fraud and poll corruption, IMHO.
