You are right that he is being watched, but what has that stopped?
Their last nuclear test WAS “low-yield” which is exactly the signature of EMP weapons.
The technology to do this has been “sold” to them. And they are not gonna do a NASA-style development program.
Their achieving an orbital launch even once is a big step toward having this capability.
And it is obvious that they cannot mount a conventional nuclear threat.
SO it is like an asteroid strike - devastating if it happens - except them doing this is a lot higher probability near-term.
Maybe we ought to announce as policy that we are quarantining their orbital launch capability, and then shoot down anything they launch with a ballistic or orbital launch trajectory with Aegis destroyers.
Oh yeah, we gotta have a real commander in chief for something like this... my bad...
