In Washington state you have to have a background check done before they allow you to join the gun show organization - so everyone at the gun show has been checked out first. So even a private sale at the show is covered.
There are local internet sales that do not require a background check, although many sellers state that they want to see a “peek” at your concealed carry permit, and others want your name and address for personal record keeping.

The more I look at the details, the more I believe that you are correct. I think I was mixing the Coburn amendment with the Toohey-Manchin one. The Coburn ideas are much better.
every new *law* is open to abuse and interpretaton at our expense, at every level, while doing nothing to protect the 2A and our sovereignty...
the only Law that really matters, or wording that is beneficial to us, needs to be plain and simple...something like 'shall NOT be infringed'...but even that is and continues to be bastardized by *lawyers*...
The bill proposed has plenty of trojan horses in it for our side, and takes about 20 steps toward restoring our rights for a very small one backward.
