Given the setting for the blast, the sequence of blasts, the presence of ball bearings this would have all the markings of the IRA. Of course motive is missing but method and location would point that way if this were 30 years ago.

I didn’t immediately think it was terrorism when the first explosion occurred right near the finish line in one of the biggest marathons in the USA.
When the other explosion happened close by and shortly after. I still didn’t think it was terrorism.
When the third explosion rocked another location, I admit, I DID get a little suspicious it might be terrorism.
But, like the Obama, I didnt want to get too out in front of it and call it terrorism.
More likely, as the facts came in he realized there was no way he could put it off to “workplace violence” and decided he had to, albeit reluctantly, admit what everyone with half a working brain cell had already figured out.

Chuck Todd was on NBC very quickly putting forth the WH update you see in these next paragraphs from this story. They tried to get away with their no terrorism language again and it didn’t work——

The official stressed that with details still coming in, it is unclear whether a foreign entity like Al Qaeda was behind it or whether it was home-grown terrorism. As a result, this official said the administration did not want the president to get out too far ahead and directly call it “terror.”
