Apparently that is not a sketch - it is a still of a video that has been altered with software (probably to add color and remove grain) The technique makes it look cartoonish.
Oh yes..I said that and believe that after listening to the whole thing all night. Someone was calling bomb threats into the hospital too to help suspects get away. Definately a terror cell.

Most of the time, the traffic over our radios is pretty generic, even boring to an extent. We do have TAC channels, that we may go to when a tactical situation arises. Here is the rub though, because so many different agencies are involved in this event, BPD, WPD, MSP, CPD and MBTAPD, it is necessary to share one frequency that all of them have. We call it the MRD channel here in NY, because going to TAC does not allow us interagency comms.

I believe the comment about ‘no controlled blasts’ was in reply to a reporter’s question if any (more) were planned. (i.e., so going forward, if a blast is heard, the media will report it as continuing assault and not a controlled blast)

Nekkid guy was supposedly the owner of the vehicle that was ‘carjacked’. When the cops ordered him out of the vehicle, they ordered him to strip in case he was wired with explosives.
