Al Qaeda always attacks in places in the west where there’s lots of Muslims, or places in the Muslim world where there’s lots of westerners. They are trying to pick a fight between the two, at which point they assume a vanguard role in the “jihad”. Their whole strategy is “let’s you and him fight”. Bush realized this and BHO does not seem to.
