The memo was August 6, if I recall correct, but no where did it say in the memo the exact day, time and places where the attacks were going to be, which were only 5 weeks later. Should he have grounded the air traffic and for how long? Had he grounded the air traffic for a month or more all hell would have broken lose, especially if nothing would have happened.

Ummm, actually, an order to secure all federal buildings and facilities went out in April of 2001. hats when all military posts secured gates and added gate guards, other buildings and facilities add jersey barriers and other increased physical security all based on a threat of terrorist attacks being imminent.
