A source with intimate information about the events that happened on the ground in Benghazi the night the U.S. Consulate and the CIA annex was attacked by terrorists told Breitbart News that, ultimately, only the President of the United States, or someone acting on his authority, could have prevented Special Forces either on the ground or nearby from helping those Americans who were under deadly assault.

This sounds like our Dear Leader is laying the ground work for plausible deniability. “I would’ve never made that call! Someone acting on my behalf made the wrong call, blah blah blah.” Of course this still begs the question: where was Obama during the attack and why didn’t he personally respond? (For the record, I think he DID make the call to stand down.)
Recall after weeks of opportunities to whack Osama, Panetta was the one who said "do it" when Obama gave him the look (it's so alleged).
I would suggest Panetta just "did it" because he had been empowered previously by Obama's inaction,
