She means that if he was not in office the debt limit would have to be raised $4T. But because of his thoughtful and carefully planned policies like the Stimulus and Obama-care, we only need to raise it $4T this time,

If you have unlimited taxation (because no one knows what the expense for ObamaCare will be),
and continue to spend like a drunken sailor and have NO ACCOUNTABILITY or RESPONSIBILITY
you can spend the country into bankruptcy because the taxation is limitless.
