They owe it to their shareholders to avoid every last cent that they can legally. If they didn't, shareholders would be filing a lawsuit against the Apple Board of Directors.

Apple Avoids Most Income Taxes Let's accept that as fact. Congress writes the tax code Apple is required by law to follow when it computes its taxes. Do you blame Apple for using the tax code or do you blame Congress for writing it?
