Where does the Constitution say that "the right to keep and bear arms will not be infringed except for someone who is suspected of a violent crime, someone who has been convicted of a prior felony, or someone who has been adjudicated with a dangerous mental illness?" If the Maryland law is a violation of the Second Amendment then it's a violation for everyone. The sheriff is no more empowered to selectively deny Constitutional rights than he is to decide if a law is unconstitutional in the first place.
