Also notice how he refers to his staff. Not by name. "People!" He probably has no idea what their names are. Typical narcissist.

Contrast that with Bush, who probably knew the names of every one of his staff. Not only would Bush have managed to smoothly ad lib while they scrambled for the papers, he would have graciously taken the paper from his aide with a "Thanks, Frank".

He has something very important to say but he doesn't know what it is without his notes. He turns around for a second as if he was going to introduce some of the people on the podium behind him but he has no idea who they are. He demands his notes from his staff who he can only address as "people".

I wonder if his "people" laugh at him behind his back while his handlers laugh at the country for having given him another 4 years.
