Studies have shown that revenue is maximized when taxes are 23% of Gross Domestic Product. Anything higher or lower brings down monies received by the government.

Why 23%?This percentage is what I've seen a lot of flat taxers propose.
The percentage in my example is beside the point. But a flat tax isn't.
