I believe Lowry may nailed have it. The EPA can't factually object to fracking, and it knows that fracking has decreased our carbon dioxide emissions. Regardless of the latter trace gas significance to climate change, or global warming, etc., that what the left's base claims to be obsessed. IMHO, Obama will split the difference and remain opposed to the Keystone pipeline and coal fired power plants.
