Since he NEVER was required to become naturalized due to his mothers citizenship, he is natural born. No different than if his mother was on a European vacation and he was born in Prague. Or his Mother was a diplomat in Iraq. He is a citizen by virtue of his birth. QED: NATURAL BORN!
