THAT'S IT - RIGHT THERE IN A NUTSHELL. That is EXACTLY what Obama said, and meant.
He's a dictator - and he's pissed off that hordes are not worshipping him in this decision. So - he'll defer - for now- and blame it on Congress, while at the same time, asserting "HIS" military will do as he says because he can do what he wants, when he wants.
Obama won't permit the Islamists to be defeated in any nation in the Mid-East. If it looks desperate - he will nuke Damascus if he felt it would save Al Qaeda Rebels from defeat. And that may yet happen.
