I think there are multiple possibilities for what is going on with these two dolts. I can’t decide which one (or which combination) is correct.
In order of probability:
1. They are dupes. They are men of such puny intellect who desperately want to be seen as important. So whoever is pulling the strings feeds them some cock and bull story about what is “really” going on and sends them around the world on “secret missions” to make them feel important and in on some big “secret” the the hoi polloi are not privy to. They are sufficiently narcissistic to buy this and buy into whatever story they’ve been fed and act and vote accordingly.
1.a. They like the idea of being mavericks and think acting like clueless nincompoops makes them cool and maverick-y.
1.b. They will do anything to get in front of a camera.
2. They’ve been bought.
2.a. Directly by our enemies.
2 b. By business interests - the companies who make the munitions that would be used in a strike/war.
3. They’ve been blackmailed.

2.a Directly Indirectly by our enemies.
3. They’ve been blackmailed coerced. (Needs confirmation.)
These two have been in DC long enough to have forfeited their souls. Certainly their brains have physically altered to a point where they no longer think like normal humans. They have morphed entirely into a subclass of human called "politician", and are not to be trusted, or entrusted, under any circumstances.
