Using congressionally authorized FY 2010-FY 2012 funds, a pair of U.S. Agency for International Development initiatives will embark upon the literacy phase of the massive educational project, according to a solicitation that WND located via routine database research.
The Sindh Basic Education Program, or SBEP, and the Southern Punjab Basic Education Program or SPBEP, ultimately could cost U.S. taxpayers $115 million and $190 million, respectively.

Note that Justice John Marshall had officially clarified that Congress cannot lay taxes in the name of state power issues, essentially any issue that Congress cannot justify under its constitutional Section 8, Article I-limited powers.
"Congress is not empowered to tax for those purposes which are within the exclusive province of the States." --Justice John Marshall, Gibbons v. Ogden, 1824.
And given that the states have never delegated to Congress, via the Constitution, the specific power to regulate, tax and spend for public school purposes, no federal tax dollars shoud be spent for such purposes.
And even if the states had granted Congress the constitutional authority to tax and spend for public school purposes, Justice Joseph Story had clarified that Congress cannot use the General Welfare Clause, Clause 1 of Section 8 of Article I, to justify using tax dollars for foreign aid.
"If the tax be not proposed for the common defence, or general welfare, but for other objects, wholly extraneous, (as for instance, for propagating Mahometanism among the Turks, or giving aids and subsidies to a foreign nation, to build palaces for its kings, or erect monuments to its heroes,) it would be wholly indefensible upon constitutional principles. (emphasis added)" --Justice Joseph Story, Commentaries on the Constitution 2 (1833).
So neither the legislative or executive branches of the federal government are respecting the Constitution on this issue.
