The shooting is reported to have occurred at about 8:20 a.m. on the fourth floor at the headquarters of the Naval Sea Systems Command on Isaac Hull Avenue on the grounds of the historic Navy Yard (Building 197). Building 197 houses the Naval Sea Systems Command.

Washington Navy Yard is about 1.6 miles from the U.S. Capitol.
