Blacks represent roughly 13% of the population. Whites (including hispanics) are about 72%.
I really don’t think they want to go there.

rally his diehards, black or white, but especially black.
And rally them to an aggressive response. They know what he
means. He’s also inarticulate, but this time, its intended.
