I live in Kenya, and this is most possibly a terrorist attack. While it is possible I may be wrong and it is ‘just’ a robbery, not many robberies involve grenades. Westgate Mall is a high end mall frequented by wealthy Kenyans and expatriates, and in terms of a soft target it is almost perfect. Thus, it is most probably another ‘gift’ from the usual suspects.

The Somali militant group al Shabaab has previously threatened to strike the Westgate mall that is popular with the city's expatriate community.
I always made it a point to avoid such places like the plague. Also, sidewalk cafes, "American" retail or fast food outlets, isle seats on flights, front table sections in restaurants, and any place with only one way in/out.

Somali Muslims have worn out their welcome in Kenya, refugees or not. They must be driven back out into Somalia, and told to clean out their own house or die, they will no longer be welcome in Kenya.
