And it buys time before many get addicted to free health care
Obama is already delaying much of the unpleasant stuff so why not buy some time?.

For the last 3 years we’ve fought against implementation of ObamaCare. A delay prevents implementation for a while longer.
So far a repeal is not possible.
A defund is as possible as the number of senators you saw supporting Cruz yesterday.
A delay might get more support, AND it does prevent implementation.
