I think they can, but they may have to do it manually.

Even the ACORN/Navigator frauds, who can assist people manually, have to log into the website. There seems to be no fully manual process to sign someone up that avoids the website.

So how will those same people deal with filling out even more complicated ObamaCare forms, alone and without H&R Block or instruction books to help them?

.....you know, I've seen a lot of tech rollouts. We don't do those well in this country. My rule for them is -- and no matter what -- electronic medical records or the tax department, it takes twice as long, costs twice as much and often you have to do it twice.

Perfect insight into who Dean equates we to. In his world we = the government.

I don't think Walmart, Kayak or Amazon ever had to do their website twice and if they had to take it down once a day for maintenance, they'd be out of business.
