don’t you have to spend the money on the policy at the price quoated first and then when you file your tax return, you will receive a credit that will have brought that down to the subsidized price? so, you still have to spend the money.

I don’t think so. I think you can put in any lowball number you like for income, which is NOT verified anywhere, and then you get the credit paid month by month, by the government, to the insurance company.
