I would make a differing observation. Every state passes hundreds of laws each year, and anticipates that everyone knows what they did and have to comply.

Based on walking around in different states over my life....the vast majority of people know little to nothing about what goes in the state capital....what laws they devise...what gimmick is afoot....and how this all works.

For most folks....they track NCAA games, National Football League scores, local robberies, fires in the local town, lack of clothing on no-name Hollywood wannabe stars, and the O’Reilly report. That’s about it.

For the state to assume folks know about this registered weapons law? I doubt if ten percent of the state know it, understand it, and can explain it to someone on the street in sixty seconds. And if they did understand it....they’d just say they waivered in the same way that the President waivered various other laws....leaving the cop wondering if he missed that part of the law that was waiverable.

I heard an 18 year old man yesterday ask if the government was still shut down.

when I traveled a lot for work, it was usually to smaller cities and towns. I used to quiz people on how they like where they live and most people had no idea what the basic laws were in their counties no less their states. I would usually ask about the local stores, what “thing” the area was famous for, gun laws and what the taxes were like. The only ones that knew anything about local governance were the farmers and hunters and most really only knew only what they had to know. There were very few people that had a good grasp on state and national politics. This was why the Tea Party was so important IMO.
