They want to mandate that the insurance companies keep offering plans that had to be cancelled in order to comply with Obamacare. When those insurance companies (and state regulators) refuse - and some have already - the Dems will run against the insurance companies and blame the Republicans. The LIVs will eat this up and then the clarion call for single-payer will commence.
