His goal is to become the lead broker of a global climate treaty in 2015 that will commit the United States and other nations to historic reductions in fossil fuel pollution.
Whether the secretary of state can have that kind of influence remains an open question, and Mr. Kerry, despite two decades of attention to climate policy, has few concrete accomplishments on the issue. The climate bills he sponsored as a senator failed. At the United Nations climate summit meeting in Copenhagen in 2009, Mr. Kerry, then a senator from Massachusetts, labored behind the scenes to help President Obama broker a treaty that yielded pledges from countries to cut their emissions but failed to produce legally binding commitments.
“He’s had a lot of passion, but I don’t think you can conclude he’s had any success,” said Senator John McCain, Republican of Arizona, who has worked on climate legislation with Mr. Kerry in the past.

More people will freeze to death in the winter, especially low-income people who can’t afford their “light” bill.
They already did that. So they moved the goal-posts. Now its "carbon" they want to govern.
And once you've given yourself the power to govern "carbon" there is no logical limit to your power.
Climate Change is the foil that creates a crisis which “justifies”: (1) transfer of wealth to the wealthy through ecosystem services schemes like cap and trade; (2) The elimination of private property rights and the transfer of control to bureaucracies; (3) the herding of people into stack and pack “sustainable living” areas; (4) the elimination of local government and replacement with unelected bureaucratic control; (5)the unleashing of a flood of new regulations to control our every action or contemplated action; and the ushering in of global government controlled by the uber-wealthy.

In this “climate”, so to speak, any garbage he comes up with Ain’t Gonna Happen. I think that this administration’s work is just about done. And, I think that he is a fool to think past January, 2015 on any treaties.
Actually, Mr. Kerry, despite over six decades of breathing air, has no concrete accomplishments whatsoever on any issue at all, with the possible exception of marrying a rich widow in order to loot her wealth and committing treason against the United States in order to advance the fortunes of Communist dictators and mass-murderers.
