Lots of new Expanded Medicaid enrollees, true, but their funding source is entirely separate from the exchange policies (much of the funding is coming from cuts to Medicare Advantage and other programs). So, in other words, people buying policies on the exchanges are not the same people paying to subsidize the E.M. enrollees.
