Yes. Several. NY, HI, CA, NY, MD, NJ, MA to name some of the guilty states. I’d add TX because of the very high cost of their permit.

New Jersey actually has a much tougher standard than ‘good cause’. You have to demonstrate “justifiable need “ to carry. My friend who manages a section 8 apartment complex in Camden has been denied a permit even though there have been several murders there in just a few years. The New Jersey Supreme Court has given “ justifiable need “ a very strict interpretation. It would be awesome if this kind of case could win at the SCOTUS, giving us here in the peoples republic of jersey a chance.

I have friends in MA. While it is “may issue” by law, outside the major cities it is “shall issue” by practice. However, it is up to the local Issuing Authority, I.e. Chief of Police, etc. to decide if you get a permit that let’s you carry and home and range only, or anywhere allowed by law. Some towns will on,y issue the limited permit.
