IRS has a long history of blowing billions of dollars on failed attempts to implement new IT systems. Its not really fraud but rather monumental mismanagement.

This is a well known fact in the Washington DC consulting world. Congress is also aware of this but generally tolerates it and does nothing. Which is what congress is good at.

As long as my memory is, I cannot remember a government IT rollout that was successful, on time or on budget. None.

I agree there is widespread incompetence and mismanagement in the IRS. But incompetence and mismanagement can explain only so much.

Check out the Treasury report on the IRS. Note pages 18-20.
23,994 refunds for $46,378,040 were sent to one address. There are many other examples. And yet politicians and the MSM are not concerned. Just as they are not concerned about the IRS targeting conservative groups.
