So what if you do not have enough income to pay taxes (say about 4k a year), and choose to not do anything about AMA. What might they do?

The mandate/tax only applies to your 2014 and beyond tax returns and not your 2013 return. What the IRS may not tell you is that the only vehicle they have to collect the tax according to the law is to deduct it from your refund. If you set up yourr witholding allowances and/or extimated tax payments so that you get no refund, they have no means to collect. They cannot levy your wages or bank account. Getting a refund is a poor way to save money anyway as the Government is just holding onto your money and paying you nothing for it.
But i do not have the word in that, but look to Jesus and pray in faith for help and deliverance.
Still does not answer the question of how a man who will file short form, and will not be able to find ins because of preexisting conditions for both will ever dig themselves out of the hole they are in.
I tied what little savings I have into annuities, Marital Trust and then secondary trusts.
When I did that they panicked and thought there was actual money in a Trust that would get her Medicaid cut off. I left neither of them a dime. Goes to grandson for college/trade school, books and tuition only per semester, want more get a job! 1 ER grant of $500 if it meets the approval need to the trustees who are not his parents.

I am with you there and am prepping accordingly.
You can never be over prepared.
This fall is the last chance for a reprieve/delay from that inevitable scenario, however if the GOP-e is successful in their attack on America, then we may see things get ugly very fast.
I wish I could go back to my pre-FR days.....I heard ignorance is bliss and I see so many ingorant folks that seem to be proving that adage. Sometimes I envy those ingorant bastiges....
One of the things that I have not read about yet is whether or not failure to pay the “Shared Responsibility Payment” will result in the IRS reporting it to the credit monitoring services.

Don’t bank on that foolishness, they will not stick with that. If there is no refund they will simply credit your tax payments to the health care tax and then you will be owing on your regular tax. They WILL NOT simply write it off because you are not owed a tax refund.
Nobody is suggesting lying on your tax return or anywhere else. The number of exemptions you claim throughout the year determines whether you pay in April or merit a refund.
