In all of them, in fact. Some counties held Democrat primaries only, some counties held Republican primaries only.
They are still trying to get the Statutes corrected to rectify the problem. The
primaries are under the control of the each Party and several counties have

Of the 22 Texas counties without a Democratic Party chairman, nine are in the
Panhandle/South Plains region, according to the state party. Despite the new law,
in most of those counties, people wanting to vote in the Democratic primary cant cast
a ballot, unless they vote in the GOP primary.

On the Republican side, only four counties in the state dont have a party chairman and
of those only sparsely populated Irion County, in the San Angelo area, is in West Texas.
