“water ignites”
Not on this Earth, it doesn’t! The writer tried to sneak that by. Didn’t work.

It takes energy to create this “water-based solid fuel.” No matter how the system works, there will be less energy available to do useful work, than was put into the system.

Sorry, but water doesn’t burn.

(which would take a lot of energy to create - so nobody get excited)
