O Malley passed that in his first term HERE years ago along with giving felons back the vote.
However it doesn't go into effect this state till enough states pass it to make a difference. (so nothing has changed)
The question is : what states that vote differently than the national popular vote will want to give up their electoral votes away from their own voters to the high population states :NY, CA, MD, ???...
That scheme is the democrats slightly more serious counterpart to the “repeal the 17th” garbage on our side.
Enough states will never pass it, only rat states will. I urge them to put it in effect NOW. I’d love to see Illinois and California forced to give their E-votes to a Republican who wins the nationwide popular vote.
