I don't see why they should be illegal.
1 If the fine for this is possibly $48000; the fine for the idiot that causes an accident on the road because he was on a cell phone should be 2 X $48000.
2. If it blocks an emergency call by a person driving the freeway - tough luck! What the H-E 2x hockey sticks is he driving, on the cell, and calling 911 for???

The company noticed that its cell phone tower sites had been experiencing interference during the morning and evening commutes. This guy disrupted service for a lot more than just the drivers around him.
