Yes, about 3 seconds round trip. The majority of it is processing the error correction; the lightspeed delay is about a third of a second. Monthly bandwidth limit is 15GB up and down, so no torrents. It sucks much less than dialup.

Is there still that annoying latency aspect to satellite Internet? With what Google is proposing, it will be much less.
These satellites will be in a low earth orbit. So, the round-trip time will be small, compared to the round-trip time up to a geosynchronous satellite and back down.
